The Energy Commission of Nigeria (ECN) was established through the enabling Act No. 62 of 1979, as amended by Act No. 32 of 1988 and Act No. 19 of 1989.
The Commission commenced operations in 1989, following the meeting of the Heads of ECOWAS on 29 May 1982 in Cotonou, where it was decided that each member state should, by law, establish a body within its government structure responsible for coordinating and supervising all energy functions and activities within that state.
